【摘要】:1.1Thisguidedescribesagenericframeworkfordevelopingacost-effectiveriskmitigationplanfornewandexistingconstructedfacilities-buildings,industrialfacilities,andothercriticalinfrastructure.Thisguideprovidesownersandmanagersofconstructedfacilities,architects,engineers,constructors,otherprovidersofprofessionalservicesforconstructedfacilities,andresearchersanapproachforformulatingandevaluatingcombinationsofriskmitigationstrategies.1.2Thisguideinsuresthatthecombinationsofmitigationstrategiesareformulatedsothattheycanberigorouslyanalyzedwitheconomictools.Economictoolsincludeevaluationmethods,standardsthatsupportandguidetheapplicationofthosemethods,andsoftwareforimplementingtheevaluationmethods.1.3Thegenericframeworkdescribedinthisguidehelpsdecisionmakersassessthelikelihoodthattheirfacilityanditscontentswillbedamagedfromnaturalandman-madehazards;identifyengineering,management,andfinancialstrategiesforabatingtheriskofdamages;andusestandardizedeconomicevaluationmethodstoselectthemostcost-effectivecombinationofriskmitigationstrategiestoprotecttheirfacility.1.4Thepurposeoftheriskmitigationplanistoprovidethemostcost-effectivereductioninpersonalinjuries,financiallosses,anddamagestonewandexistingconstructedfacilities.Thus,theriskmitigationplanincorporatesperspectivesfrommultiplestakeholders-ownersandmanagers,occupantsandusers,andotheraffectedparties-inaddressingnaturalandman-madehazards.
